Engaging with the public

Invite the creation of stakeholder forums. For once, use a positive 'pyramid scheme'. Get interested people to head up a small group of say, five friends. Get those friends to do likewise and so on. Don't make it onerous. Suggest they meet once a month over coffee or a barbecue to discuss a specific topic or issue of concern. Let them choose 'syndicate' names. Invite them to share the outcome and thoughts on your site. Key is that you engage with them and give them some feedback on their thoughts. Because one-way 'relationships' don't work. Showcase the most exciting ideas and invite voting on them, as you currently do. Acknowledge the syndicates by name and location on your website. Of particular importance - try to get this going with young people - college age. They're your voting pool of the future.
